　The Suginoko Center was established by Hanawa-cho in Fukushima, entrusted to the Makihito Kai as overseers, with the Hanawa Ikusei Center in charge of the management. This center is families who have children under school age with mental disabilities. This center services three towns in Higashi Shirakawa (Hanawa, Tanagura, and Yamatsuri-cho). Parents can take their children to the center as often as they want, and the parents are required to stay at the center with their children while they are there. The center provides activities designed to help develop the child's mind and body and aims at helping form a basic fundamental lifestyle, and also supports the development of social behaviour. Moreover, it is a place where the young child, parents, and the staff can build a confidential relationships with parents, with the child's development as the central .concern. This center is also open to children with mental disabilities who are enrolled in schools and their families.
